In a significant move to bolster regional security, the European Union (EU) and the Republic of Moldova have expanded their digital cooperation to counter cyber and hybrid threats. This development was announced during the first Republic of Moldova – EU Summit held in Chisinau on 4 July 2025.
The summit marked a milestone in Moldova-EU relations, reaffirming their shared commitment to peace, security, stability, and prosperity across Europe. The leaders condemned Russia’s war of aggression against Ukraine and reiterated their support for Moldova’s sovereignty and economic development. The EU also reaffirmed its commitment to supporting Moldova’s reform path towards EU membership.
A key outcome of the summit was the expansion of the digital pact between the EU and Moldova. This includes Moldova’s ambition to join the EU “Roam Like at Home Area” by 1 January 2026, subject to a positive assessment. Moldova will also prioritise the transposition of the EU’s Digital Services Act, establishing a framework for efficient interaction with major online platforms. The EU will support Moldova’s digital transformation and cybersecurity efforts, including through Cyber Rapid Response Teams.
The expanded digital cooperation between the EU and Moldova is a strategic move to enhance regional security and counter hybrid threats. This partnership will not only strengthen Moldova’s digital infrastructure but also bring tangible benefits to its citizens, paving the way for closer integration with the EU.
